Prison populations in Europe--looking at the numbers.

The Council of Europe produces an annual survey of prison populations, the last of which was published on Jan. 30, 2007, and reports prison population figures as recorded by each participating nation, reported last on Sept. 1, 2005.

One concern about all data collected from a diverse group of nations is whether each reporting jurisdiction is using the same definitions. In the United States, the Association of State Correctional Administrators is working on establishing standardized definitions so data can be compared. The Council of Europe was careful to provide definitions so that each responding nation based its answers on the same criteria. Forty-seven jurisdictions are included in the current annual penal statistics report.
