Prison Consolidation Pays off in Ontario.

In 1996, the Ontario Ministry of Correctional Services was faced with a number of significant challenges. While the province was looking to save $75 million in operational costs, it was running the oldest and most operationally expensive facilities in Canada. Ministry staff were managing 45 adult facilities -- one-third of which had been constructed prior to 1900, one-third between 1900 and 1950, and one-third after 1950.
