That's part of the argument West Platte R-2 School District and two residents hope to present in court over the Platte County assessor's valuation of two Kansas City Power & Light Co. properties. The district alleges that assessor Lisa Pope essentially cheated it out of tax revenue when she valued two KCPL properties at 50 percent of the company's reported construction costs. The school district said in court documents that a retrofit of one plant was estimated at $485 million, and a second plant under construction might cost up to $1.9 billion.
