LESS THAN A MONTH after taking office as OAS Secretary Genera], Miguel Angel Rodriguez resigned to defend himself against corruption allegations dating back to his presidency of Costa Rica.

Ambassador Luigi R. Einaudi, a longtime U.S. diplomat who has served as OAS Assistant Secretary General since 2000, will head the General Secretariat until the General Assembly elects a new leader, either hi a regular or special session.

Rodriguez was elected by the member states in June and took office on September 15. He had embarked on a major restructuring of the General Secretariat to better reflect the priorities of the OAS and to address its financial constraints.

After allegations linked him to bribe payments in Costa Rica--where he was President from 1998 to 2002--Rodriguez said he would step down for the good of the OAS and his family. In a...
