Minnesota implements Controlled Access Tracking System.
In recent years, a number of changes have made it increasingly difficult for the Minnesota Department of Corrections to quickly track the movement of the 3,500 staff and contractors. The proliferation of prison partnerships with private industry and nonprofit organizations, an increase in volunteers involved in faith-based and chemical dependency programs, and the use of contractors, as well as routine staff turnover, all led to the development of the Controlled Access Tracking System (CATS) to manage the movement of people entering and exiting facilities.
