Amid mounting consumer complaints and increased legislative scrutiny of private debt collection programs used by the Internal Revenue Service, the IRS's chief House appropriator said he will push to end the program in fiscal 2008.

After two days of testimony, including statements from Treasury Secretary Henry Paulson and IRS Commissioner Mark Everson, Rep. Jose Serrano, D-N.Y., an opponent of the program from its start, said he believed the government could run a cheaper, more effective debt collection program using IRS employees instead of outside firms.
