Society must review its policy of merely punishing criminals by putting them behind bars. Imprisonment durations have been lengthened causing special problems such as the need to care for aged and disabled prisoners. A number of prisoners who have been given life sentences have been denied parole despite exemplary behavior because of restrictive laws such as those in Pennsylvania.
