Ohio's budget bill (HB 1) includes a provision to consolidate licensing boards, including the Accountancy Board of Ohio (ABO). Consolidation hits at the very heart of self-regulation, a hallmark of the accounting profession for over 100 years. While the language targets "back office" functions, such as procuring office supplies, human resources management and legal functions, it could go much further.

The bill also allows the Department of Administrative Services to assign to a bureaucratic state government body--the Central Service Agency (CSA)--"other support services" considered appropriate to achieve efficiency.

A central body ordering office supplies or arranging travel could save money. However, OSCPA has great concern about leaving the door open for a central agency to take over critical ABO functions such as administering the CPA...
