Welcome to the Thirtieth Annual Survey of White Collar Crime. With this edition, the American Criminal Law Review proudly continues its in-depth annual coverage of the constantly evolving field of white collar crime. The Annual Survey features twenty topical articles addressing a wide range of white collar crimes. Each article provides general information on the statutory or common law development of each substantive area and outlines the basic elements of the central offenses and defenses in each area. The articles are extensively footnoted with both primary and secondary resources to provide convenient points of entry for further, targeted research.

In addition to the Survey's core set of subject articles, we are proud to also feature an original article by practitioners Jason Weinstein, Willaim Drake, and Nicholas Silverman, of the law firm Steptoe & Johnson, LLP. Their article provides a timely examination of the impact on American criminal procedure--particularly in the white-collar arena--of NSA contractor Edward Snowden's controversial revelations of U.S. intelligence agencies' mass collection of digital information.

Each year, the Annual Survey's ambitious undertaking is made possibile by hundreds of hours of effort devoted by more than sixty members of the ACLR. This year was no exception. On top of our annual obligation to update the law, I challenged the Survey's editorial leaders and staff to pursue sweeping, fundamental changes and improvements to the articles'...
