Correctional institutions need to develop a plan for managing burgeoning inmate populations while retaining a motivated workforce. With the correctional population in the U.S. expected to expand exponentially in the next century, institutions need to meet the challenge of dealing with growing inmate populations at a time when limited funds are available. One way for them to resolve this dilemma would be to persuade skeptical state legislatures of the need to invest in new technologies that will allow fully integrated correctional systems to be created.

As the corrections industry begins to look more and more like a multibillion dollar business, so must the leadership of each individual agency and facility, given the dynamic and complex operating environment of corrections and the limited funding, stringent federal regulations and exploding offender populations.
