The federal government retains considerable power to coerce the state to comply with its mandate by attaching conditions to federal grants. Several cases show Congress often exploits the situation by basing the future receipt of federal funds on compliance with federal goals in unrelated policy areas. The power of the Congress to make conditions for grants in a way that ensures the proper appropriation of money is not being contested upon. There must however be a clear and understandable test which the court should apply that would distinguish legitimate grant conditions from illegitimate ones.See the full content of this document
