It has trashed, in my judgment, the system of state sovereignty in favor of a system of international compulsory order, and it has done that in this Convention primarily through mandatory dispute settlement procedures that will allow international institutions to compel the behavior of what, up until now, we have thought were sovereign states.3 Specifically, my colleague here, John Moore, has said that this is one of the most important international law-defining conventions of the twentieth century, and I am not in a position to contend otherwise.

I think that from my perspective it is very important that we focus in this discussion on the United Nations Convention on the Law of the Sea from the viewpoint of whether conservatives should support or oppose this particular Convention. In my judgment, at bottom this is really an ideological debate.
