Consider the following situations:
Scenario 1: A distraught Spanish-speaking offender visits a probation/parole office during a lunch hour and tells the duty officer, "Finalmente encontre el valor de decirle a mi P.O. que necesito ayuda con mi problema de drogas." ("I have finally found the courage to tell my P.O. that I need help with my drug addiction"). Not understanding, the duty officer points to his watch indicating that the offender should return at 1 p.m. He never returns.
