The Red Queen underscores that traditional PA is passe, a dead project. Like all the other mainstream governance subjects? The Red Queen is a character from Through the Queen, at one point, grabbed Alice's hand and dragged Alice in a pell-mell and ever-faster run through the countryside. PA thinking is basically short-run. Economic theory can swing either way; but economic practice is typically short-run. On the contrary, PA thinking should focus much less on the short-run. Economics is critical for PA because a particular view of economics is a major determinant of our social consciousness.
