Collaboration: Yields exceptional juvenile facility.
Three Virginia counties united to build a jointly owned and operated juvenile detention facility, forging in the process a new level of intergovernmental relations and achieving substantial savings for taxpayers in all three jurisdictions. Urban Henrico County, which surrounds the city of Richmond, along with Western neighbors Goochland and Powhatan counties, formed the James River Juvenile Detention Commission in 1996. The five-member commission is comprised of three county administrators -- one from each county -- one deputy county administrator (Henrico County) and one commonwealth attorney. The commission created the James River Juvenile Detention Center to accommodate a common escalation in juvenile detention populations.
