The Federal Bureau of Prisons (BOP) has proposed an effective process in choosing a site for new correctional facilities. Potential site areas are determined by considering the conditions for operation and the community interests. After the site selection officer solicits community support to the project, the BOP makes an environmental impact statement and conducts a public hearing. In the last stages, support of the local economic development authority is needed.

Selecting a site for any type of building is not a simple process, especially in the 1990s. Myriad environmental regulations, laws and land-use issues, such as the Clean Air and Water Acts, must be addressed before construction can begin.
